LANDFILL SITING ANALYSIS
Siting is a major factor in the development of solid waste management facilities in New York. For the majority of solid waste management facilities, an evaluation of alternative sites is required by SEQR and its implementing regulations, 6NYCRR Part 617. Evaluation of alternative sites for landfills is also required by Section 360-2.12. BECI has conducted and completed several siting studies for solid waste management facilities in western New York and is thoroughly versed in the applicable regulations.
In addition, BECI has conducted a market analysis of select geographical areas in western New York State. Permitted landfills, waste to energy facilities, recycling facilities, and composting facilities were comprehensively evaluated to define the current state of waste management. In addition, per capita solid waste generation rates and disposal costs were evaluated and projections made relative to the implementation of the New York State Solid Waste Management Plan.
An integral component of this market analysis was the characterization of the present waste stream as well as the identification of county waste sheds. Implementation of solid waste management plans across the state will affect the quantity as well as the composition of the waste stream as recyclable, reusable, or compostable materials are segregated from the waste stream for processing. Evaluations of these affects were conducted to assist our clients with the selection of appropriate waste handling technologies and design specifications. These evaluations formed the basis for the conceptual development of several newly proposed solid waste management facilities in the western New York area.
Diversified experience allows BECI to develop, implement, and complete siting studies in accordance with federal and state regulations. BECI has developed a phased approach to the application of siting criteria and the evaluation of potential environmental impacts, and employs specialized site selection methodologies. This phased approach has been presented to the New York State Department of Environmental Conservation within the context of a Conceptual Review Application pursuant to the Uniform Procedures Act. Currently, BECI is in the preliminary phase of site selection analysis for a proposed solid waste management facility to serve a multi-county area in the western New York region.
